UK Plea-Bargains For Corruption Info Against Others

In the UK, British racing's regulatory body "denied it was going soft on corruption by raising the prospect of plea bargains with jockeys, trainers & owners, together with other wrongdoers, in return for not pursuing more serious charges," reported racingpost.co.uk. In "another cost-cutting measure, the British Horseracing Authority is willing to slash the punishment an individual under investigation could expect to receive if they admit guilt at an early stage, and/or provide information that allows action to be taken against others." The "carrot-and-stick approach to handling cases of alleged corruption has already been implemented by the BHA, but is set out in black & white for the 1st time in the latest issue of the Racing Calendar. The amendment to the rules reads: "The policy behind mitigating penalties in this way is to encourage persons who are guilty of an offence to make as early an admission as possible so as to release racing's limited resources for pursuing other matters, to facilitate action against others & to save the time & expense of lengthy.
